Text does not blink on non-default background, no difference between fast and slow blinking

Non-default background examples (background is set, text does not blink):

echo -e '\033[41m\033[5mHello\033[0m'

printf '%b' '\x9b48;2;128;128;128\x6d \x9b5\x6d TEST \x9b480\x6d\n'

ECMA-48 8.3.117 "SGR - SELECT GRAPHIC RENDITION" section describes "5"
as "slowly blinking (less than 150 per minute)" and "6" as "rapidly
blinking (150 per minute or more)", but they looks exactly the same:

echo -e '\033[5mTEST\033[0m'

echo -e '\033[6mTEST\033[0m'

I tested it in Arch Linux with i3 if it matters.
