Hi Adrian,

   I am Adrian Arva from Romania and because I am a web developer and use/love
   Perl every day I am interested to know if it is acceptable for your comitee to
   have participants from Romania, speaking English and Preparing a material on a
   web project I developed?

Yes, we are prepared to accept talks in English up to a certain number so
you are welcome to submit a proposal. As for participants we don't care
what language they are talking in at the workshop as long as they speak
perl as a second language ;-)
