If that is the case, I think the right way to proceed would be to teach
X iself about this, instead of patching every application to use such a
fragile mechanism.

No, you are trying to save a problem, but you only solve a tiny part of
the problem. Lots of apps use the bell, and would need patching too. It's
much better to patch the X-server instead. That would have the advantage
of working with remote displays as well.
