Add an X Resource for the Cursor Blinking Interval?

Considering the blinking is perceived as a breathing metaphor, the
current BPM is too high (unless people are running while they use
urxvt).

It should be (at most) 60 BPM.

The current design makes low BPM look unnatural (because the cursor
fading is not progressive).
