That's what F11 is supposed to do. You have to teach your OS to not generate
any key events for an F11 keypress.

Imagine you'd use the "a" key instead of F11. What you currently have configured
creates a mouse event AND a key press for a, so applications will do what
they normally do when you press a.

What you have to do is reconfigure your key mapping not to generate abny key
press event for F11.

I am pretty sure you get "F11 behaviour" with all applications, it's just
that F11 might not do anything so obvious in other apps.
