It is standardized, actually, along with a number of similar sequences -- though
that does not of course imply that rxvt-unicode has any obligation to support it.
'ESC %', optionally followed by other characters 02/00 - 02/15 (SPACE through
'/'), ending with a character 04/00 - 05/15 ('@' through '_'), is defined in ISO
2022 as 'Designation of Other Coding Systems' (DOCS). ISO 2022 can be obtained
for free, under the title ECMA 35, from
<http://www.ecma-international.org/publications/standards/Ecma-035.htm>.
The specific character combinations for DOCS are registered under ISO 2375. They
(at least some) can be found at
<http://www.itscj.ipsj.or.jp/ISO-IR/overview.htm>, with the entry for 'ESC % G'
specifically as <http://www.itscj.ipsj.or.jp/ISO-IR/196.pdf>.
