support for ESC % G

The sequence ESC % G is used in linux console (and maybe others) to
select the UTF8 charset, but seems to be unsupported by rxvt-unicode.

Please add this support to enhance compatibility. Normally this should
be a no-op, since most unices run with UTF8 locale nowadays.
