Your question is illogical: since colouring doesn't depend on position, it
does not have an answer.
Colouring solely depends on the currently select rendition style, which
includes the currently selected foreground and background colours.

You don't explain how you arrive at that result, so I cannot comment on
whether it should be that way or not.
Since you apparently base your conclusions on a wrong assumption
(positon-dependency of colouring), it is probably wrong, too.

Resizing isn't part of any standard, so an implementation was chosen that
is minimally-invasive to existing applications.
