not scrolling down on ctrl-s?

I am not sure what you want to achieve. The tty does not do any output
when you press ctrl-s on its own, in which case urxvt does not scroll,
which very much sounds like what you want to achieve.

Maybe we talked past each other, could you explain what _exactly_ you want as
behaviour and _what_ exactly you configured and _what_ exactly was the
resulting behaviour?
