TERM environment variable doesn't set

That is highly unlikely. Have you verified that?

What does:

   urxvt -tn xtxtx --hold -e sh -c 'echo $TERM'

if it displays xtxtx (for any value of xtxtx), urxvt sets TERM just fine and
something else corrupts it again.

There likely is no problem in either version.
