libev version numbers are not updated in the recent release 4.23

Scary, but true, even though the cvs-tagged version has it (and it has
no other changes). In any case, thanks for pointing this out, I have
issued a 4.24 release that only bumps the version, which is hopefully the
least-confusing fix.
