The file's version from 2008 that libev already distributes (e.g in
4.19) is no different, i.e it is also GPL3 with the distribution exception.
So at the very least, given it hasn't changed, I don't see how updating
to a newer version would change the licensing situation from your
current status quo in distributing libev. The exception does seem
directly aimed to abide yours and other project's situations.
