libeio vs libev or is it libeio and libev??

Sorry for my ignorance but is the first time ever  I have tried to 
program a server, RTSP streaming server in this case.

Can someone explain to me the difference between libeio and libev and 
their relationship?? are they supposed to be used in conjunction or are 
competing libraries that take different approaches to solve the same 
problem??
