AnyEvent::TLS::init takes a long time on modern Win32

Yes, I can confirm this.
I don't know how long it takes under XP, but under Windows 8.1 init time
is much longer, than under Linux.
No matter, 32 bit or x64 perl is used.
I use strawberry perl 5.22.
Also this behavior was detected and on perl 5.20.
