AnyEvent resolves hostnames always via DNS

That statement makes no sense - you claim (without evidence) that a
missing hosts file causes X problems, and then use this claim to say that
using it as a fallback is misleading.

What has one thing to do with the other?

That file is obsolete for over a decade and isn't used by
glibc. Furthermore, the default is "bind hosts" not "hosts bind"

People can break things in whatever way they want, and then they get to keep
the pieces. The hosts file was never meant for that.
